As Your Highness is aware it is stipulated

in Article 18 of the Canton-Ko-leon Railway Arrement of March 7, 1907, that the joint working of the British and Chineas ssetiens of the railway shall he arranged by agreement between the Tovarner of Konekong and the Viceroy of Canton.

At an interview on August 24, 1908, I was informed by the Teard of foumunications that when the time came for the negotiation of a joint working agreement, Fr.Foi Han, the Managing Direator of the Chinese section, would be appointed so net se the Chinese delerate, and it was arranged that the discussion should take place at Canton with a delerate of the Hongkong Government and Mis Majesty'

I shall be glad if Your Fighnees will inform me

whether r.vol Han aan now bo empowered to conclude a

Joint working agreement, and at what date he will be

authorized to commence the negotiations with the "ongkong

delegate and is Majesty'e Consul feneral.
